I have a quest named "Specializations for the Inquisitor", It tells me to seek a combat trainer at the war table. I've tried entering the war room and clicking inquisition perks, then upgrading "forced" for soldier training, but that is not it.

This is an easy way to deal 30-40k damage to an enemy without too much effort. In addition to that, they get Hidden Blades, one of the absolute best offensive skills in the game. Their passives are also excellent. Resetting stealth every kill, and allowing you to automatically crit from stealth.
Most OP in terms of survivability, completely legit: Knight Enchanter. If specced right, your barrier will constantly be generating, keeping you alive and powering your fire spells to extreme levels. Can be invincible like the Champion Warrior, but can attack at all ranges. Most OP in terms of damage, completely legit: Assassin Archer.
Warrior tank is probably the least affected by specialization, in that for both Templar and Champion you generally just use your primary warrior skills anyways. A 2H warrior would probably be too underwhelming without one - they have no real single target skills since you can't knock down tougher enemies and whirlwind doesn't get the time to

I think I preferred the reactivity to specializations in Inquisition, but I thought the way you get them was kind of lackluster. It would have been cool to have more interesting quests to get specializations than just fetch quests. However, I really liked that DA2 gave each companion their own unique specialization.
